I can only emphasize to create a new MySQL 5 database first and switch instead of deleting the old database and creating the new one: Deleting a mySQL database on 1and1 seem to take forever... 2h and waiting for me.

Hi Clay,
To import using phpmyadmin you need to go to the SQL tab, click Browse, select your file, and click Go.
If that doesn't work and you don't get any kind of error message you'll have to contact your web hosts support.

Hi! thanks for this tip. I had the same problem. One question: how did you the new MySql 5 db to accept the import. My old db was 12 MB - Gzipped is was about 9 MB, so I Bzipped it and it was 1.4 MB.
Upon import, following your instructions, I was able to upload the file, but it never appeared in the new db and I received no message or upload progress meter.

[...] A little bit research on Google give us some reliefs that 1and1 did have some problem with Wordpress 2.9 upgrade. But all of them are talking about some MySQL incompatibility (need higher version) and tips how to get around it. [...]
